What we are looking at is the first RTX 40 GPU with five fans. Thus far, this record was held by GALAX Serious Gaming series with an optional fan attachable to the backplate, rising the full number of fans to four.
The MaxSun MGG (Mega Gamer) graphics card takes things to a new level with five fans, and they are all already preinstalled. The extra fans are located on the one side, right aside to a large ARGB strip or optionally a matrix LED display.
The company confirms that the first Mega Gamer GPU will be RTX 4070 Ti, and it will ship with factory-overclocking. However, the details on clocks are not yet confirmed. It looks like the MGG series is not part of the iCraft GPU family, but a separate even higher-end line of products.

Whether those tiny fans make any difference for 285W TDP card, it is hard to say right now, but such innovations are always welcomed and may eventually be a start of something new. Besides, it probably makes more sense to put a fan on the side rather than a large display or another RGB strip. In this case, MaxSun was able to do both.
Update: The company is also preparing RTX 4080 MGG GPU as confirmed by official marketing materials:
